Firstly, Accepted & Registered papers will be published into Conference Proceedings; Then the authors add at least 30% new content and resubmit the papers to iceen@iacsit.org within 30 days after the conference for further review to get published by IJOEE, and no extra fee for publishing if accepted.

University of Valenciennes, France
SaïdHanafi holds a Full Professor position in Computing Science at Institute of Techniques and Sciences, University of Valenciennes and is currently in charge of the team Operations Research and Decision Support. His current interests revolve around the integration of tools from hybrid methods mixing exact and heuristics for solving hard problems.

Prof. Alexander Balinsky
Cardiff University, UK
Prof. Alexander Balinsky received his PhD degree in Mathematical Physics from the Landau Institute of Theoretical Physics in 1990 and was Research Fellow in the Department of Mathematics at The Technion-Israel Institute of Technology from 1993 till 1997. He joined Cardiff University in 1997.He is a Professor in the Cardiff School of Mathematics and WIMCS (Wales Institute of Mathematical and Computational Sciences) Chair in Mathematical Physics.He was founding member of Cardiff Communication Research Center.

Prof. Farouk Yalaoui
Université de Technologie de Troyes, France
Farouk YALAOUI obtainedhis Ph.D. degree in Production Management from the Troyes University of Technology (UTT) in 2000. He is currently a full Professor at Troyes University of Technology, France, where he is the head of Optimisation Industrial systems Optimisation Lab (Research Team). He published more than 210 papers in conference proceedings. He had presented 19 invited speeches (seminaries or conferences plenary sessions).
