Aims and Scope
The fifth International Workshop on Computational Intelligence for Disaster Management (CIDM-2014) is dedicated to the dissemination of completed or work in progress original contributions that are related to the emerging computational and collaborative technologies for the purpose of managing natural and man-made disasters and technological accidents. Various advanced and emerging computational paradigms could be applied as a means to mitigate and prepare for, respond to and recover from growing occurrences of such disasters. Stakeholders in disaster management settings often find the effective and efficient utilization of supporting technologies quite a challenging process but very frequently a critical computational inclusion to the intelligence that it is required in the decision-making for protecting lives, organizations, property, environment and technical infrastructures. CIDM-2014 aims to prompt relevant discussion and highlight issues related to the stakeholders’ needs and the available technologies, which could be applied to support the operation and functioning during the aforementioned stages.

The main topic areas include, but are not limited to:
o Mitigation, preparedness, response and recovery
o Computational intelligence, decision, operational and risk management
o Business intelligence, business continuity and recovery
o Threat detection, prevention, monitoring, management and recovery (including network recovery)
o Needs analysis, contingency planning, policies, public awareness, training, resilience
o Risk identification, monitoring and assessment, safety, disturbance, pandemics, sustainable livelihood
o Security, trust, service reliability, identity management and privacy
o System architectures, resource provisioning, discovery, retrieval, scheduling, allocation, monitoring
o Ad-hoc networks, network topologies, network dynamics, network graphs, social networking analysis
o Artificial intelligence, self-adaptive agents evolutionary computing, multi-objective optimization
o Semantics, ontologies, meta-data, mining, clustering, partitioning, game theory
o Enabling technologies, mobile networks, social networks, GIS, early warning and alerting systems
o Sensors, wireless communications, location based, context-aware services, big data analytics
o E-Infrastructures, Grids, P2P, Clouds, Internet of Things, crowds, satellite imagery, fault tolerance
o Languages, components, protocols, programs, portals, applications, mashups

Workshop Programme Committee

Submission
Submitted papers must be original and not submitted for publication elsewhere. A paper of between 4-6 pages long (Conference Proceedings Manuscript: two column, single-spaced), including figures and references, using 10 font size, and number each page. You can find instructions to format the Proceedings Manuscript, at the following web page: http://www.computer.org/portal/web/cscps/formatting

Full submission guidelines are available from: http://voyager.ce.fit.ac.jp/conf/incos/2014/submission.html

Prepare your paper and submit it electronically to the EDAS online submission system: http://edas.info/N16263 To submit, you must follow the instructions, and select the CIDM-2014 workshop among the options. Accepted papers will be given guidelines in preparing and submitting the final manuscript(s) together with the notification of acceptance.

All papers will be peer reviewed by at two or more independent referees of the CIDM-2014 TPC and accepted on the basis of their scientific merit, originality, significance, technical soundness, and clarity of exposition.

Proceedings
All accepted CIDM workshop paper submissions will be included in the proceedings of the main conference. All accepted papers must be accompanied by a full paid registration by at least one of the authors in order to be included in the proceedings.

Special Issue
Extended versions of presented papers at CIDM-2014 international workshop will be considered for publication in an International Journal Special Issue.
