Call For Papers

"Today's wireless networks are characterized by a fixed spectrum assignment policy. However, a large portion of the assigned spectrum is used sporadically and geographical variations in the utilization of assigned spectrum ranges from 15% to 85% with a high variance in time. The limited available spectrum and the inefficiency in the spectrum usage necessitate a new communication paradigm to exploit the existing wireless spectrum opportunistically. This new networking paradigm is referred to as cognitive radio networks." by Ian F. Akyildiz

"Cognitive radios are aware of their environment and intelligently adapt their performance to the user's needs. A CR is a software defined radio with a 'cognitive engine' brain. Conceptually, the cognitive engine responds to the operator's commands by configuring the radio for whatever combinations of waveform, protocol, operating frequency and networking are required. It monitors its own performance continuously, reading the radio's outputs to determine the RF environment, channel conditions, link performance, etc., and to adjust the radio's settings to deliver the needed quality of service subject to an appropriate combination of user requirements, operational limitations and regulatory constraints." by Virginia Tech

Scope

Conventional fixed spectrum allocation cannot successfully cope with the scarcity of radio frequency spectrum. Cognitive radio is a novel technology, which improves the spectrum utilization by seeking and opportunistically utilizing radio resources in time, frequency and space domains on a real time basis. The cognitive radio technology poses many new technical challenges, and overcoming these issues becomes even more challenging due to non-uniform spectrum and other radio resource allocation policies, economic considerations, the inherent transmission impairments of wireless links and user mobility. Cognitive radio technology advances are based on interdisciplinary research, including among others: signal processing, information theory, communications engineering, artificial intelligence, game theory, economics and legal issues. This Workshop aims at publishing high quality research papers related to cognitive radio and its applications. Researchers working in these areas worldwide are invited to contribute.

Welcome message

We are proud to organize the third edition of the International Workshop on Cognitive Radio and Advanced Spectrum Management (CogART 2010), which this year will be held in conjunction with ISABEL 2010.

The first edition of CogART was held in Aalborg, Denmark, and saw the participation of 50 people, both from companies and academia, and a rich one-day program embracing three keynote speakers and the presentation of a demonstrator by the European Radio Communications Office. The encouraging feedback we got the first year stimulated us to make this as an annual event and to organize the second edition under the auspices of the prestigious first edition of Wireless VITAE. CogART in 2009 extended to a three-day program. On the one hand, this has to be attributed to the topics of the workshop, which have in recent years attracted the efforts of many well-reputed scientists and engineers from research and industrial groups worldwide, not only in the field of communication technology, as cognitive radio is indeed a subject that bridges telecommunications and artificial intelligence. Thanks to this trend, in 2009 we tripled the number of scientific contributions with respect to 2008. On the other hand, we included in the event a half-day industrial track, which focused on Software Defined Radios applied to satellite communications. This year, we look forward to maintaining such a standard by receiving high quality papers describing cutting-edge research solutions, aiming at realizing the dream of intelligent radios, aware of the environment they operate in, of their technical capabilities and, ultimately, of the quality of service requirements of their users.

We welcome you to Rome, the Eternal City, capital of Italy, and we wish you a very fruitful CogART 2010 and ISABEL 2010, and a pleasant stay in Rome and in Italy.

With kindest regards,

Nicola Marchetti and Simone Frattasi
