Background and scope

To achieve the success of a relief effort in the face of global emergencies such as flood, earthquakes, wars etc., humanitarian logistics and supply chain play a key role by focusing on rapidly delivering the correct amount of goods, people and monetary resources to the needed locations. However, effective delivery of humanitarian aid is an issue that is becoming increasingly important in disaster management, especially, with the frequent occurrence and increase in the magnitude and impact of both natural and manmade disasters. Therefore, it has become extremely important that the logistics systems and supply chains responsible for delivering this aid from origin to recipients become both effective and efficient.

Responding to unpredictable environment and to prepare and manage relief activities is a big challenge for government, non government and other relief agencies. The role of these relief agencies now entails not just following the operational specialty but also managing issues of concern to the people at large.

There has also been a growing realization of the indispensability of coordinated response to emergencies. Coordination involves, amongst other factors, efficient information exchange. Good logistic supply chain management and its requisite management information system will greatly facilitate such coordination. A Disaster response operation involves trade-offs of speed, cost, and accuracy with regard to the type of goods that are delivered and their quantities. Balancing these trade-offs requires a means of measuring supply chain performance; however, the inability to centrally capture time and cost data related to the procurement and distribution of goods has prevented a systematic process of performance measurement from being implemented.

Responding to the need of the people, there is a reason to look to the future with optimism. The development of information technology system that can provide visibility to the disaster relief supply chain is a major step forward for the humanitarian sector as a whole. As more organizations begin to adopt and implement these systems and visibility is established, the use of key performance indicators will then become essential to further enhance the efficiency and effectiveness of these supply chains.

This conference will serve as a highly interactive and collaborative environment for the participants where ideas will be shared around emerging themes in the area of Humanitarian logistics such as extending the reach of specialized nutrition products, exploring the role of social media and big data during crises, and examining the unique challenges for logistics in urban settings. Through this conference, IIM Raipur also takes a step forward in forging synergies between various non-government organizations, government agencies, corporate, academia and so on, to expedite a better reach of humanitarian response.



Conference Objectives

The 2013 ICHL summit will be a truly world class, innovative and a true learning experience. The summit will witness the sharing and exchange of ideas and thoughts from some of the finest and eminent dignitaries from the research colloquia across the world.

The objectives of the summit are:

 To provide with an overview of key Humanitarian logistics issues including deliver the appropriate supplies, in good condition, in the quantities required, and at the places and time they are needed.
 To make business managers more sensitized towards the humanitarian supply chain management processes due to the increasing complexity and magnitude of global emergency relief operations for their business.
 To understand the responsibilities of the academia, international relief agencies, NGO’s and government organizations and their role to equip the business leaders with the skills and knowledge to manage unpredictable environment.

Paper Submission

The paper submitted to the conference must be in Microsoft Word format (.doc / docx). All papers must be submitted online through ICHL’s paper submission site: https://cmt.research.microsoft.com/ICHL2013. The paper must be formatted as per the submission template available at the conference’s website at: http://www.iimraipur.ac.in/ichl2013/ICHL2013_Template.doc. Instructions for using the template are provided in the template itself. Files submitted in other word processing formats or that do not use this template will not be considered for review. All text, figures and tables, References and Appendix should be in the same file and inserted in line with the text.

The conference invites research papers, research-in-progress and case studies in the area of humanitarian logistics. Their specific length requirements are as follows:
• Completed research papers should be between 4000-6000 words and must conform to the ICHL 2013 submission template. This word limit includes all text, figures, tables, and appendices. The cover page, abstract, keywords, and references are excluded from this count.
• Research-in-progress papers typically describe work that is as yet incomplete, but promising. The length of research-in-progress papers should be up to 3000 words. This word limit includes all text, figures, tables, and appendices. The cover page, abstract, keywords, and references are excluded from this count. Accepted research-in-progress papers will be presented in an interactive format as posters, during ICHL 2013, and will appear in the conference Proceedings. Additional information on poster preparation and presentation will be provided later.
• Case studies that reflect established and/or emerging insights into the education and training of those involved within the field of humanitarian logistics.
Some of the themes (but not limited to) that the paper can address are as follows:
o Analysis that identifies strengths and weaknesses in current theory and/or practice.
o Cross-cultural and gender issues and their implications for humanitarian logistics education and training.
o Design and delivery of humanitarian logistics education and training programmes.
o Educating the educators and training the trainers.
o Impacts of organizational knowledge and learning.
o Practices for managing knowledge that underpin successful humanitarian logistics education and training programmes.
o Student expectations in humanitarian logistics training and education.
o Teaching of ``green'' logistics in a humanitarian logistics context.
o Use of innovative teaching techniques.
o The interface between military organizations and humanitarian NGOs in an education and training context.
o Identification of specific competencies and their incorporation into the curriculum.
o Standards for humanitarian logistics education and training.

Conference Schedule

The conference shall comprise of two panel discussions and four technical sessions spread over two days. If necessary, concurrent sessions will be held. Each session shall be chaired by an expert from an educational institute/industry. Each author will be given 15 minutes to present which will be followed by discussion of questions by the authors for about 10 minutes. There will be provision for facilities of LCD Projector, OHP etc. for presentation.

Conference Proceedings Publication

All the accepted papers shall be published in the conference proceedings in a form of an edited book. A copy of the book shall be provided free to all the registered participants. The authors must have registered and completed the formalities of payment of registration fee for inclusion of the paper in conference proceedings.


Conference Venue and Accommodation

The Conference will be held at Indian Institute of Management Raipur. Detailed information about conference venue, hotels and reservation information will be available on the conference website in due course. IIM Raipur extends assistance to arrange accommodation at guest houses/hotels at Delhi at the expense of the participants.

Conference Registration

Online registration will start from 15 June 2013 on the conference website. Registration will also be accepted by post or fax. Details and registration form will be available on the website. All attendees are requested to register for the conference. Registration is necessary even though no paper is submitted. One author must get registered for inclusion of the paper in the conference proceedings.

The Logistics Institute-Asia Pacific, Singapore

The Logistics Institute - Asia Pacific is collaboration between the National University of Singapore (NUS) and the Georgia Institute of Technology (Georgia Tech) for research and education programs in global logistics. This collaboration provides joint logistics expertise which caters to the logistics needs of the industries across the world today focusing on global logistics, information technology, industrial engineering and supply chain management.
In particular, TLI - Asia Pacific has strong ties with the School of Industrial and Systems Engineering at Georgia Tech and also has a strong relationship with the Faculties of Engineering, Science, Computing and Business in NUS. This makes for a unique blend of disciplines necessary for the advancement of logistics practice.
The Mission is to be the premier Institute in Asia Pacific nurturing logistics excellence in research and education.
