Introduction ************** Computer networks, communication systems, and other IT infrastructures have caused severe environmental problems by consuming significant amounts of power, increasing greenhouse gas emissions, and lead to pollution during the production and disposal. To reduce such environmental problems and create a sustainable environment, new energy models, algorithms, methodologies, platforms, tools and systems are pressing. Thus, green computing and communications solutions should be designed with more renewable energy, higher energy efficiency, lower greenhouse gas emission, and less harmful materials. The 2013 IEEE International Conference on Green Computing and Communications (GreenCom 2013) will be an exciting international forum for scientists, engineers, and researchers to exchange their novel works regarding advancements in the state-of-art of green computing and communications, as well as to identify the emerging research topics and open issues for further researches. The GreenCom 2013 is the next event of the successful International Conferences on Green Computing and Communications, previously held as GreenCom 2012 (Besançon, France, November, 2012), GreenCom2011 (Chengdu, China, April, 2011), GreenCom2010 (Hangzhou, China, December, 2010), PerGrid-09 (Vancouver, Canada, August 2009), PerGrid-08 (Sao Paulo, Brazil, July, 2008), WESAPEC-07 (Jeju Island, Korea, October, 2007), Multisec-06 (San Diego, USA, December, 2006) and Multisec-05 (Irvine, USA, December, 2005) ******** 2.
