Citizens and Public Procurement



Transparencia Mexicana - the Mexican National Chapter of Transparency International - would like to announce the opening of a Call for Papers on the participation of citizens in the monitoring and regulation of public procurement in democratic societies



Topics of Interest

The participation of citizens in the determination of public spending priorities

Citizens and the allocation of the public budget for public procurement

Human rights and public spending

Citizens and the monitoring of tenders

Participation of citizens in public procurement and the impact on competition

The response of the private sector to the participation of citizens in public procurement

Public procurement and the confidence of citizens in public institutions

The role of citizens in improving the relationship between the public and private sector in public procurement

The adjustment of public spending as a result of the participation of citizens in public procurement


Timeline for Participation

22 July 2011. The submission of application forms (attached)

Application forms and the summaries of the proposed articles should be submitted to Transparencia Mexicana, via email to applications@tm.org.mx

26 August 2011. Transparencia Mexicana's Evaluation Committee will announce, via email, the results of the selection process

25 October 2011. Deadline for submission of final articles. The articles should be sent via email to applications@tm.org.mx



Criteria for Participation

The Call for Papers is open to individuals from the private sector, public sector, civil society, academics and researchers

Articles can be authored by more than one individual

Participants must complete the application form. Should applicants wish to submit a paper as a group, only one form needs to be submitted for the group

The application form should include a summary of the proposed article

The summary of the proposed article should be up to 300 words

The summary should include a description of the thematic and methodological approach of the article



Considerations for proposed articles

Participants must fulfill the above criteria for participation as well as adhere to the above listed deadlines

Articles must be related to the themes in the list above

Articles must be the original work of the author(s)

Transparencia Mexicana will communicate to all applicants the outcomes of the selection process

The articles selected by Transparencia Mexicana will be included in a digital "E-Book" publication on Citizens and Public Procurement

The articles should be five to eight pages (Times New Roman font, size 12, 1.5 spaced)

Participants can request an honorarium of 500 euros for their papers, which should be indicated in the application form (please note - this will not affect the outcome of the selection process)
