The National Conference on Technology Law, co-hosted by the Institute of Technology Law at National Yang Ming Chiao Tung University and the Taiwan Technology Law Institute, is Taiwan’s most comprehensive and long-standing academic event in the field of technology law. The event will take place at the Chang Yung-Fa Foundation in Taipei, Taiwan.
Since its founding, the Institute of Technology Law—now part of the NYCU School of Law at National Yang Ming Chiao Tung University—has grown alongside Taiwan’s most strategically significant industry: semiconductors. Located in the heart of the Hsinchu Science Park, a global semiconductor hub, the Institute has supported Taiwan’s economic development through rigorous legal research and professional education, providing robust legal frameworks for innovation and industrial advancement.
This year’s conference marks the 10th anniversary of the NYCU School of Law and the 25th anniversary of the Institute of Technology Law. In response to global shifts in technological competition and legal frameworks, especially in areas such as semiconductors, export controls, AI governance, and digital sovereignty—this year’s theme will focus on challenges and opportunities in semiconductor law amid intensifying global technology competition and evolving national security policies.
Following his inauguration in January 2025, President Trump swiftly took action to transform the global AI and semiconductor landscape: revoking Biden-era AI risk control executive orders, imposing high tariffs on imported semiconductors, launching the "Stargate" initiative with huge investment to expand U.S. AI infrastructure, while further tightening chip export controls to China. In response to these new policies, TSMC announced an additional investment of NT$3.3 trillion to build three advanced process chip plants in the United States, adjusting its position in the global supply chain. From OpenAI's ChatGPT to the rise of China's DeekSeek models, the development of AI technology further highlights the importance of legal protection for semiconductors. Semiconductor law increasingly demonstrates its crucial role in protecting intellectual property rights, regulating technology transfer, and ensuring supply chain security.
We warmly welcome academic submissions from diverse perspectives in the field of law and technology. The conference aims to reflect the latest developments in law and technology, including but not limited to AI and chip strategy, export control regimes, cybersecurity governance, and information privacy. Scholars, practitioners, and policymakers are encouraged to join the dialogue and contribute to shaping the future of tech law.

Papers that pass the review process are welcome for submission to the NYCU Law Review. The journal welcomes Chinese and English papers, translations, book reviews, and case analyses related to law and technology. The journal has been included in HeinOnline database and won the "Rapid Dissemination Award” (Popular Journal)" in 2024 and 2025 by Taiwan’s National Central Library, recognizing its outstanding national performance in citation rates within the past five years.
This conference is free of charge. We cannot provide airfare and accommodation subsidies, but lunch and a dinner banquet will be offered. Further information regarding visa requirements and recommended accommodation will be provided to the authors later.
◼Submission Guidelines:
Papers may be written in Chinese or English.
The review process has two stages:
1. Abstract Review: If your abstract meets the conference's theme, you will receive notification of acceptance.
2. Full Paper Review: Those who pass the first stage must upload their full paper (including Chinese and English abstracts, main text, and references) to the submission system by the deadline. Accepted papers will be included in the conference proceedings based on review comments or scheduled for presentation at the conference. Due to limited presentation slots, the conference reserves the right to select papers.

•In Chinese or English, 1,000-2,000 words, including research area, research purpose, methodology, significant findings, and contributions
