Special issue on
C4ISR Support to the Comprehensive Approach
Editor: Georges D’hollander, General Manager of the NATO C3 Agency

Current and emerging security challenges, technological advances and evolving concepts of operations change the requirements to C4ISR systems. Of particular interest are developments under the rubric of ‘Comprehensive Approach’ or ‘whole of issue’ approach to security challenges. The Comprehensive Approach rests on:
- increasing levels of coordination among security sector organizations, other governmental and non-governmental organizations;
- integrating efforts within the security sector and respective funding streams for development and operation of crisis management capabilities, including C4ISR capabilities; and
- interagency and international cooperation in the whole life cycle of the C4ISR systems and capabilities.

To reflect the impact of these developments, the I&S Editorial Board announces the preparation of this special issue and invites contributions on the following topics:
- Development of doctrines, organizational arrangements and tools for implementation of the Comprehensive Approach in addressing the emerging security challenges and crisis management;
- Strategic assessment and scenario-based planning of capabilities, in particular comprehensive C4ISR capabilities;
- Governance of IT in support of C4ISR capability development, including models for multinational cooperation between allies and partners in C4ISR capabilities development

Of particular interest is the application of advanced information and communications technologies to support the implementation of the Comprehensive Approach, as well as the governance of capability development based on technologies such as:
- Sensors, in particular for identification of unconventional threats, including IED scanners;
- Situational awareness and civil-military common operational picture, incl. information sharing and knowledge management in complex environments;
- Collaborative decision making and C2 tools, in particular tools supporting incident management;
- Core services and network management for seamless communication in secure environment, incl. cloud computing;
- Distributed simulation and training, advanced distance learning, etc.
