CALL FOR PAPERS The 54th Hawaii International Conference on System Sciences Minitrack on Cybersecurity and Privacy in Government http://hicss.hawaii.edu | HICSS-54 | January 5 – 8, 2021 | Grand Hyatt Kauai Minitrack Co-chairs: Greg White, Art Conklin, Keith Harrison Paper Submission Deadline: July 15, 2020 (EXTENDED) ** All papers accepted to HICSS will be published in the proceedings, even though not all papers will be presented as a result of those of you who cannot be in person in Kauai due to ongoing health concerns and travel restrictions related to COVID-19. This minitrack examines aspects associated with the security and privacy of information and information technology used by governments, including critical infrastructure, internet of things (IoT) devices, electronic voting, social media, and social credit systems. Of special interest are security concerns of smart cities, and systems such as industrial control systems, SCADA, and process control networks which control infrastructures that include electricity (Smart Grid), pipelines, chemical plants, manufacturing, traffic control and more. This mintrack explores research into pressing issues surrounding the intersection of cybersecurity and government spheres of influence. Whether technical or policy, from information sharing to new analytical methods of detection of insider threats, this minitrack casts a wide net to bring cross disciplinary thinking to problems with far-reaching implications. This becomes an even greater concern for governments with many cities declaring their intention to become “smart cities”. This is a wide focus minitrack, if your research involves privacy concerns or security associated with IT or OT, and has a government component, then this is its home. Topics of interest include, but are not limited to: • Systems for governments to respond to security events • Critical Infrastructure Protection (CIP) • Cyber physical systems security • Protection of privacy in government systems • Security and privacy concerns in Smart Cities • Security and privacy concerns in e-government social media • Security and privacy concerns in social credit systems • Supervisory Control and Data Acquisition (SCADA) and control systems security • Internet of Things (IoT) security • Information assurance and trusted computing • Information sharing • Information security economics • Information warfare • Incident response • Evolving threats, including insider and nation states • Digital forensics • Privacy and freedom of information issues • Security management • Laws and regulation of IT security • Security of electronic voting • Security concerns of new technologies • Cybersecurity in government disaster recovery and business continuity • Case reports related to security experiences within government Digital (Electronic) Government Track Electronic Government, or more recently Smart Government, is a multidisciplinary research domain, which studies the use of information and technology in the context of public policy making (smart governance, open government, and digital divides), smart government operations (transformation, management, organization, infrastructure, interoperability, emergency management, safety, and security), citizen engagement and interaction (e-participation, transparency, collaboration, and digital democracy), and government services (including using social media). Numerous disciplines contribute to this intersection of research such as computer science, information systems, information science, political science, organizational sciences (public administration and business administration), sociology, and psychology among others. The HICSS e-Government track has been a hotbed for groundbreaking studies and new ideas in this particular research domain. Many studies first presented here were developed further and then turned into publications at top journals. Thirteen minitracks cover the full spectrum of research avenues of electronic government including minitracks dedicated to emerging topics, open government, and social media, or most recently, government and disaster resiliency and supply chain security. The HICSS e-Government Track has assumed an excellent reputation among e-Government scholars. In a recent study it has been ranked the academically most rigorous and most valuable research conference on e-Government in the world. The E-Government Track has the lowest acceptance rate of all HICSS tracks and the highest average per-session attendance. Having a paper accepted at the e-Gov Track at HICSS means something. Furthermore, HICSS is in the top 2 percent of all IEEE conferences with regards to proceedings hits and paper downloads. Important Dates for Paper Submission As of May 20, we have received more than 2,500 responses to our survey about your interest to attend HICSS-54 given the COVID-19 crisis. In response to your enthusiastic commitment to HICSS, we will host an in-person conference on the pristine island of Kauai on January 5-8, 2021** with the expectation of having a more restricted attendance.
