Blockchain is emerging as a disruptive and transformational technology with great potential, benefits, and impact on organizations and government services. Blockchain offers an innovative approach to storing information, executing transactions, performing functions, and establishing trust in an open environment. The pervasiveness of blockchain technology in various fields is changing our lives. Industry, agriculture, health, and even personal life are experiencing a revolution in how personal data are collected, communicated, processed, and stored. In recent years, blockchain technology has begun to be used in full swing. Many consider blockchain a technology breakthrough for cryptography and cybersecurity, with use cases ranging from globally deployed cryptocurrency systems like Bitcoin, smart contracts, smart grids over the Internet of Things, etc. Although blockchain has received growing interest in academia and industry in recent years, the security and privacy of blockchains continue to be at the center of the debate when deploying blockchain in different applications. Therefore, the goal of this workshop is to provide a cutting-edge venue for the scientific community to explore the latest ideas, models, and innovative applications in the domain of security and privacy while deploying blockchain technologies and services to improve the efficiency and transparency of private and public service provisions in a variety of domains.

SUBMISSION and PUBLICATION INFORMATION
All presented papers at the conference will be published in the conference proceedings with Springer Communications in Computer and Information Science (CCIS). Papers must be clearly presented in English and must not exceed 12 pages in Springer CCIS format (https://www.springer.com/cn/computer-science/lncs/conference-proceedings-guidelines)(or up to 20 pages with the pages over the length charge), including tables, figures, references, and appendices. Accepted papers of less than 12 pages will be tagged as Short Papers. Papers on the conference website should be submitted through the EasyChair paper submission system (https://easychair.org/conferences/?conf=blockchainsec2023). Distinguished papers, after further revisions, will be considered for possible publication in SCI & EI-indexed special issues of prestigious international journals. The program committee will select and give two or three "Best Paper Awards" for the conference. By submitting a paper to the conference, authors ensure that if the paper is accepted, at least one author will attend the conference and present the paper.
